Jamestown BPU Weatherization for Commercial and Industrial Customers

The BPU offers commercial and industrial customers financial incentives (rebates) for energy efficiency projects. The program’s goal is to promote investment in improvement of the thermal envelope of commercial and industrial buildings to lower energy consumption.

Do I qualify?
Commercial and industrial customers classified as Service Class 2 or 3 who use electric or district heat as their primary heat source qualify.

Is there a limit to how much I can receive in rebates?
Yes, companies are limited to a maximum of $10,000 of rebates annually.

How do I participate?
Any project with a total anticipated rebate of $1,000 or more must contact BPU Energy Efficiency Coordinator, Daniel Reynolds, at 661-1646 to have the project pre-approved.

Is there a list of BPI contractors in the area that are eligible to do air sealing work?
Yes, there is a list on the BPU website and also on the BPI website http://www.bpi.org .


Jamestown BPU Commercial and Industrial Weatherization Rebates

To receive your rebate you must submit -

  • A copy of the dated invoice, clearly showing material and quantity.
  • A copy of your businesses’ recent BPU electric bill.
  • Sufficient technical product documentation showing that equipment meets specifications.

Eligible Measures and Incentive Rates

Approved Measure Efficiency Criteria and supporting documentation Incentive Amount
Windows Must have a U-Value of .30 or lower or meet Energy Star Criteria (must provide NFRC labels or manufacturers cut sheets). $5 per square foot of windows replaced
Doors Full glass doors must have a U-Value of .30 or lower. All other doors must meet Energy Star Criteria, doors must be commercial grade. $100 per door
Wall Insulation All insulation materials are eligible, including but not limited to: spray foam, rigid board, fiberglass, cellulose. Invoice must state R-value. 50% of the cost of the material
Ceiling Insulation All insulation materials are eligible, including but not limited to: spray foam, rigid board, fiberglass, cellulose. Invoice must state R-value. 50% of the cost of the material
Floor Insulation All insulation materials are eligible, including but not limited to: spray foam, rigid board, fiberglass, cellulose. Invoice must state R-value. 50% of the cost of the material
Pipe Insulation or heating system pipes greater that 2” in diameter. Invoice must state R-value. 50% of the cost of the material
Air Sealing Must be preformed by a Building Performance Institute (BPI) contractor (carbon monoxide check must be performed if any natural gas appliances are present). 50% of the cost including labor, up to $4,000 per building
Strip Doors Only for use on loading docks and doors for walk-in coolers $3.50 per square foot.


General Terms & Conditions:
The Jamestown BPU may choose to inspect locations to verify satisfactory completion of the projects and to measure and verify energy savings. Misrepresentation of installation location or measure eligibility may result in forfeiture of the incentive award and prosecution.

Customers are responsible for any such tax implications associated with reimbursement. The BPU is not responsible for any tax consequences associated with any payments. The BPU assumes no responsibility for performance of installed material. The material must be purchased new and installed within 120 days of the purchase date. The customer relieves the BPU of all liability associated with this project. The BPU reserves the right to terminate or modify this program at any time.
