The BPU offers residential electric customers the opportunity to request a subsidized energy audit for their homes. These audits provide an in-depth look at how your home performs as a single system and will provide you with a report on the cost effectiveness of each upgrade.

How do I participate in an audit?
Customers must own the property being audited for a Home Audit. Contact the BPUís Energy Efficiency Coordinator at 661-1646 to make sure you qualify for an audit and to obtain the contact information of local BPI certified home energy auditors.

How much will my audit cost?
Currently free home energy audits are available through Green Jobs Green New York for any Chautauqua County home owner with a annual house hold income below $112,000.

If the customer does not qualify through Green Jobs Green New York, the cost for an audit is $100.

How do I qualify for BPU weatherization rebates?
Only homeowners who have completed a Home Audit qualify for weatherization rebates. However, all BPU residential electric customers may participate in the Energy Star Rebate Program without an audit. Rebates may only be claimed in one program.

What is a Home Energy Audit?

A Home Energy Audit is an in-depth analysis of your home envelope, heating system and electric consuming devices. The home audit includes:

  • Blower door test to evaluate air infiltration
  • Thermal imaging photography to locate air leakage and assess insulation levels
  • Combustion efficiency test for natural gas-fired heating systems and hot water tanks
  • Electrical metering of large appliances such refrigerators and freezers
  • A lighting audit to identify cost savings of converting to compact fluorescent and hard-wired fluorescent lighting
  • Evaluate hot water tank and pipe insulation
  • Identify cost savings of installing low-flow showerheads and faucet aerators
  • Evaluate clothes dryer for proper venting and energy usage
  • Carbon monoxide safety monitoring, and natural gas leak detection

Once the audit is complete, the auditor will use computer modeling to assess different upgrade scenarios and the anticipated payback from those upgrades. From the modeling, a report will be generated and delivered to the homeowner. The upgrades that are listed in this report are then eligible for weatherization rebates.


Jamestown BPU Weatherization Rebate

  • Rebates will cover 25% of the cost of the weatherization improvements with a $1,500 maximum limit per audit for all residential electric customers; and 50%, up to $3,000, for customers who have used electric as their primary heat source for at least three years.
  • Upon verification, rebates will be issued in the form of a check. Rebates take 4 to 6 weeks from the date that the rebate request is received.

Requirements to receive BPU weatherization rebate:

  • Home Energy Audit completed within the last 24 months
  • Audit recommended weatherization improvements must be performed by a Building Performance Institute (BPI) certified contractor
  • Provide an invoice from the BPI certified contractor who completed the work

NYSERDA

  • Rebates of 10% up to a $3,000 maximum are available on eligible measures
  • Rebates of 50% up to $5,000 on eligible measures for households with annual income below 80% of the state median ($65,000 for a family of four)
  • Low interest financing available.

Using ENERGY STAR qualified products is only one part of reducing your homeís overall energy consumption.

Rebates are available on new ENERGY STAR certified products listed below. The rebates listed below are available for the purchase of new products made between January 1, 2018, and December 31, 2018.

  • HVAC Heat Pump-$500 per ton # One ton of heating or cooling capacity equals approximately 12,000 BTU.
  • Central AC Unit-$100 per ton # One ton of heating or cooling capacity equals approximately 12,000 BTU.
  • Geothermal Heat Pumps-$1000 # One ton of heating or cooling capacity equals approximately 12,000 BTU.
  • Heat Pump Water Heater-$500
  • WiFi Enabled Thermostat - $50

Frequently Asked Questions

How do I participate in the BPU ENERGY STAR Rebate Program?
Participation in the BPU ENERGY STAR Rebate Program is easy. Mail or bring in the receipt from the purchase of a new product, the completed rebate form and the energy guide that is provided by the retailer where you purchased the product. For windows, skylights and doors you must also provide the original NFRC labels.

How will I receive the rebate?
Upon verification, home owners will receive the rebate in the form of a credit on their next electric bill. For rental property owners, all rebates less than $500 will be applied to their accounts. If the rebate exceeds the $500 limit, the rental property owner can request a check for the rebate.

What should I do with my old item?
Many retailers offer removal when you buy a new unit. You also may take it to the Chautauqua County Landfill (for disposal rates, call 985-4785).

Is there a limit on how much I can claim on rebates?
The limit for BPU ENERGY STAR item rebates is $1,000 per customer account per calendar year and $5,000 per year for rental property owners.

The BPU offers commercial and industrial customers financial incentives (rebates) for energy efficiency projects. The programís goal is to promote investment in new high quality lighting and motor equipment that operates at a very high level of electrical efficiency.

Do I qualify?
Commercial and industrial customers classified as service class 2 or 3 qualify for the program.

What is included in the rebates?
The purchase cost of new permanently installed light fixtures, ballasts, bulbs, sockets, LED exit signs, occupancy sensors, electric motor and variable speed drives qualify for the program. All LED fixtures must be listed on the Design Lights Consortium directory, http://www.designlights.org or pre-approved by the Energy Efficiency Coordinator.

What is NOT included in the rebates?
Portable equipment and labor costs to install equipment are not included.

Is there a limit to how much I can receive in rebates?
Yes, companies are limited to a maximum of $15,000 of rebates annually.

How do I participate?
Any project with a total anticipated rebate of $1,000 or more must contact BPU Energy Efficiency Coordinator, Daniel Reynolds, at 661-1646 to have a lighting assessment conducted before the project begins.

Misrepresentation of installation location or measure eligibility may result in forfeiture of the incentive award and prosecution. Customers are responsible for any such tax implications associated with reimbursement. The BPU is not responsible for any tax consequences associated with any payments. The BPU assumes no responsibility for performance of equipment and equipment warranty. The equipment must be purchased new and installed within 90 days of the purchase date. The customer relieves the BPU of all liability associated with this project. The BPU reserves the right to terminate or modify this program at any time.
