Mayor Sam Teresi appointed Terrance Horner to the Board of Public Utilities for a four-year term beginning in 2016. Retired, Horner worked as Biomedical Technician at WCA Hospital from 1974-2013. A Vietnam Veteran in the U.S. Army, Horner served as an Aide to Brigadier General Sprugen Neal, Surgeon General; and as an Enlisted Aid to Brigadier General Don R. Hickman, Deputy Chief of Staff for Personnel and Administration in Vietnam.
Horner graduated from Jamestown High School and earned an Associates of Applied Science degree at Jamestown Community College.
Horner is Treasurer of First Lutheran Church where he also is a member of the Property, Finance and Endowment Committees. He is a former 50+ member of the First Congregational Church where he served as a teacher, deacon, trustee on the Church Council and as Treasurer. He a member of the Vikings, Ingjald Lodge 65; the Roger Tory Peterson Institute; the Jamestown Audubon Society; the VFW Post 53: and the Chautauqua Watershed Conservancy. He serves as an advisor to the City of Jamestown Riverfront Management Council.
